Who regulates healthcare in the UAE

- Dubai Healthcare City free zone — DHCC regulator. A separate regulator inside the DHCC free zone with its own licensing, CPD and inspection framework, popular with specialist, day-surgery and medical-tourism operators.
- Federal & northern emirates — Ministry of Health & Prevention (MOHAP). Licenses professionals and facilities in Sharjah, Ajman, RAK, Umm Al Quwain and Fujairah, and holds federal responsibility for public health, pharmaceuticals and inspection outside DHA and DOH jurisdictions.
- Medical devices — Emirates Drug Establishment (EDE). The new federal authority (formerly under MOHAP) for registering medical devices, IVDs, cosmetics and pharmaceuticals for sale anywhere in the UAE — classification, technical file, authorised agent appointment and post-market surveillance all sit with EDE.
