A GP clinic in Al Barsha, a day-surgery centre in DHCC, a dental practice in Sharjah and a device distributor selling federally are four different regulatory journeys with four different portals, standards and inspection regimes. Who regulates healthcare in the UAE

  • Dubai — Dubai Health Authority (DHA). Licenses professionals and facilities across mainland Dubai through the Sheryan portal, runs Nabidh (the unified health information exchange) and inspects facilities against the DHA Health Facility Guidelines.
  • Abu Dhabi — Department of Health (DOH). Regulates professionals and facilities in the emirate of Abu Dhabi through the Tamm / DOH portal, operates the Malaffi HIE and enforces its own facility standards and JAWDA quality program.
  • Dubai Healthcare City free zone — DHCC regulator. A separate regulator inside the DHCC free zone with its own licensing, CPD and inspection framework, popular with specialist, day-surgery and medical-tourism operators.
  • Federal & northern emirates — Ministry of Health & Prevention (MOHAP). Licenses professionals and facilities in Sharjah, Ajman, RAK, Umm Al Quwain and Fujairah, and holds federal responsibility for public health, pharmaceuticals and inspection outside DHA and DOH jurisdictions.
  • Medical devices — Emirates Drug Establishment (EDE). The new federal authority (formerly under MOHAP) for registering medical devices, IVDs, cosmetics and pharmaceuticals for sale anywhere in the UAE — classification, technical file, authorised agent appointment and post-market surveillance all sit with EDE.

Do you work outside Dubai?
