Doctor License in Dubai (DHA) — Doctors, Specialists & Clinics

The DHA (Dubai Health Authority) license is mandatory for every doctor, nurse, allied-health professional and healthcare facility operating outside Dubai Healthcare City. The licensing pathway has four sequential stages — and the order matters:

2. DHA eligibility assessment — based on your degree, experience and country of qualification, DHA classifies you as GP, Specialist or Consultant.

• General Practitioner (GP) — MBBS / MD + minimum 2 years post-graduation experience. Can run a GP clinic, cannot supervise specialists.

• Consultant — senior postgraduate (FRCS, FRCP, MD/PhD) + 7+ years specialty experience. Highest billing tier, hospital privileges, can run multi-specialty clinics.

Doctors who qualified or trained in India follow the same DHA professional-licensing pathway as other international applicants. DHA makes all licensing decisions; the notes below describe the usual steps and the areas where Indian files commonly need extra preparation.

• DHA Initial Approval (IA) of your premises layout
• Construction & fit-out per DHA design standards
• Equipment list MOHAP-registered, vendor-verified
• Medical Director appointed (with valid DHA license)

• Experience letters missing exact dates or role — these usually need to be reissued before submission.

• An expired good-standing certificate at the point of submission.
