Documents Required for Clinic Registration in Dubai (2026)

Opening a clinic in Dubai involves two parallel document bundles — one for the facility (submitted to DED and DHA) and one for every practitioner (submitted to DHA via Sheryan and DataFlow). Missing or mismatched documents are the single biggest cause of DHA rejections. Use this checklist as your master file.

Facility documents

  • Trade license application (DED / DHCC)
  • Ejari / tenancy contract for the clinic premises
  • Passport & Emirates ID copies of all shareholders
  • No Objection Certificate (NOC) from current sponsor (if applicable)
  • Detailed business plan & scope of services
  • DHA facility application form (Sheryan)
  • Architectural drawings signed by a DHA-approved consultant
  • Equipment list with catalogue references (DHA-approved)
  • Infection-control policy manual
  • Medical-waste management contract (Tadweer / approved vendor)
  • Fire & civil-defence approval
  • Radiation safety approval (FANR) — if imaging services
  • NABIDH commitment letter & EMR vendor contract
  • Insurance liability & malpractice cover

Practitioner documents (per doctor / nurse)

  • Passport & photo
  • Attested medical degree certificate
  • Attested internship / house-job certificate
  • Home-country practising license
  • Good Standing Certificate (issued within last 6 months)
  • Experience letters — dates, hours, specialty scope
  • Continuing Medical Education (CME) records — last 3 years
  • DataFlow primary source verification report
  • Prometric exam pass certificate (unless exempt)
  • BLS / ACLS / PALS as applicable to specialty

What documents are needed to open a clinic in Dubai?

Two document bundles: facility documents (trade license, Ejari, DHA facility application, drawings, equipment list, waste-management, fire, radiation if applicable, NABIDH commitment) and practitioner documents (degree, license, good standing, experience letters, DataFlow, Prometric).

How long is the Good Standing Certificate valid?

Usually 6 months from date of issue. Order it late in the process to avoid re-issuance.

Do experience letters need to state hours?

Yes — DHA now requires dates AND weekly hours to compute equivalent full-time years. Vague 'worked from X to Y' letters are rejected.
